I think the second would be better for a tea party since skirts and dresses seem more appropriate for that type of thing.
The first would be good to wear to something else, though.

I actually disagree and I prefer the first one, but only slightly, they're both lovely! But maybe isn't wear something like a plain white top, some (high waisted?) floral shorts, (if your from UK river island and topshop do great ones) and maybe a thin belt to go with the floral shorts, and then maybe a blazer if it isn't too hot, and maybe some cute white socks with some black t-strap shoes, or maybe some brown brogues, or black heels if you want? Or maybe just find a floral sun dress from topshop or somewhere :-) xx
